I actually saw that drawing a while ago and wrote this blog post about it:

At the time, I wasn't sure the building in the drawing was actually built, but thought it possible that a smaller variation was constructed. I hadn't found that piece in the California Architect and Building News though. That makes it sound like the full Kirkbride was built. Nice find.

Not too long ago, I tried to get in touch with some people who could maybe provide some concrete information about what was actually built, but they never responded unfortunately.
